The Borough of Middlesex received your Open Public Records Act (OPRA)
request on August 25, 2021. The official Records Custodian, Linda
Chismar, received your OPRA requests on August 25, 2021.
Your request sought access to the following:
1. All contracts held with RWJ Health Network for services including but
not limited to provision of ambulance service, medical dispatch
service, and any other services offered.
Currently, your request is too broad. When a request does not name
specifically identifiable records or is overly broad, a custodian may deny
access pursuant to the following court decisions: MAG Entertainment, LLC
v. Division of Alcoholic Beverage Control, 375 N.J.Super. 534 (App. Div.
2005). A proper request under OPRA must identify with reasonable clarity
those documents sought. A custodian is obligated to search and a find the
identifiable government records listed in the Complainant's OPRA request.
A custodian is not required to search her files to figure out which
records, if any, might be responsive to a broad and unclear OPRA request.
Please specify the date(s)/year(s) and identify the “any other services
offered” for which you seek records so that we may process your request.

Dear Carmen Modica,
Thank you for your quick response! RWJ Health Network is the trade name for it more colloquially known as RWJ EMS or RWJ MHS. This company specifically engages in the business of providing EMS, EMS dispatch, and EMS education.
I am requesting, as initially indicated, any contracts currently entered between the Borough and this entity. As this business offers a very narrow field of services due to specialty, any contract for services between RWJ Health Network and the Borough would be within this quite narrow field. Contracts entered be related to the provision of emergency medical services at any point from the time of 911 call placement, to delivery of a patient to a hospital.
