Please accept this correspondence as a formal response to your OPRA request received on December 15, 2025. You requested all body worn camera footage of arrests, IA reports/outcomes and GPS vehicle logs pertaining to Ptl. Mario Pinto for the last ten years.
Your requests for all BWC and IA reports/outcomes and GPS vehicle logs for the last ten years are overbroad, do not request documents that are readily identifiable and requires the Borough Clerk to conduct research. OPRA requires a requestor to specifically describe the document sought. Bent v. Stafford Police Department, 381 N.J. Super. 30, 37 (App. Div. 2005). “A proper request under OPRA must identify with reasonable clarity those documents that are desired, and a party cannot satisfy this requirement by simply requesting all of an agency’s documents.” Bent v. Stafford Police Department, 381 N.J. Super. 30, 37 (App. Div. 2005).Your requests are tantamount to requesting all of an agency’s documents.
Moreover, GPS vehicle data is exempt from disclosure since the information sought contains security measures and surveillance techniques. N.J.S.A. 47:1A-1.1, Scutro v City of Linden, GRC Complaint No. 2023-75 (October 2025), Fano v. N.J. Dep’t of Human Servs., Office of Legal Reg. Affairs, GRC Complaint No. 2012-148 (May 2013).
Based upon the foregoing, your request is denied.
