Active911 Call Data - March 2019

We're waiting for G.R. to read recent responses and update the status.

Dear Island Heights Borough,

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:

Please provide an export of the fields of digital data contained within the Active911 dispatch software in electronic spreadsheet (Excel or CSV) format detailing all alarms / calls for the period of March 1st, 2019 to March 31st, 2019. This request is for the Active911 data maintained by the Island Heights Volunteer Fire Company.

I am requesting all columns of the fields of data in spreadsheet / excel electronic format, which include: id received sent priority description details external_data place address unit cross_street city state lat lon coordinate_source source units cad_code map_code map_id alert_key messages responses

The Active911 web interface should allow this data to be exported in CSV or similar original electronic format from the "alarms" tab of the web interface. I'm in receipt of your Island Height's OPRA Request. Please be advised
that I'm counting today as Day 2 of the OPRA request, due to offices being

possible, with an anticipated delivery date of April 29.

Please  be advised that since this Active 911 is a private vendor

Dear Mr. Kostecki:

I did not make any direct request to any Borough emergency response agency within either Island Heights or South Toms River for these records. Perhaps your legal counsel or other individual that may have informed you of this is confusing this with my similar request to Toms River Fire District 1 and other agencies.

Active911 is a private vendor that maintains official records on behalf of the fire company and EMS squad. I am in possession of a printout from the Active911 website that indicates an account has been created on behalf of the South Toms River Volunteer First Aid Rescue Squad as well as the Island Heights VFC #1. I will provide a copy of this if requested. Those are the subjects of my requests that I have submitted to you in your capacity as records custodians for both municipalities.

As these records are fields of digital data stored within Active911's computer system in an official capacity, they are "made, maintained, kept on file or received in the course of official business" as stipulated by NJSA 47:1A-1 et seq. They can be produced simply by logging in to the account, or directing the individuals in control of the account to login and follow the steps to export the data. The municipal clerk serves as the de facto custodian of records for certain volunteer agencies supported by municipalities.
