This is a request for public records made under OPRA and the common law
right of access. I am not required to fill out an official form. Please

  Records requested:

A list of all landlords in Garfield NJ who have either listed or currently
rent out a section 8 eligible dwelling within the last 24 months.

This list should also include the address of the dwelling and the address
of the landlord. This list should also include the monthly rent.

This list should also include the name of the current section 8 eligible
tenant at each respective address.

Good afternoon Mr. Devine –

In response to your OPRA request, attached please find a list of units and
landlords that are currently subsidized in Garfield by the HABC. 

Please note, you’ve also requested potential or listed units that are
eligible for subsidy.  We do not keep a list of potential Section 8 units,
as all units have the potential to be Section 8 since it is illegal to
deny residency based on Section 8 status.

I cannot provide you current Section 8 tenant names per N.J.S.A. 47:1A-1 
- Legislative, findings, declarations. Expectation of Privacy “A public
agency has a responsibility and an obligation to safeguard from public
access a citizen's personal information with which it has been entrusted
when disclosure thereof would violate the citizen's reasonable expectation
of privacy”.

Lastly, please note that the Garfield Housing Authority and Department of
Community Affairs (DCA) also have vouchers located in Garfield.
