911 Center Staffing Information
Dear Hunterdon County,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

To Whom It May Concern,
I am submitting a request for public records regarding staffing and compensation for the 911 Center.
1. I am requesting the following information for the past five (5) years.
2. Number of new hires for each year.
3. Number of employees who resigned/quit/terminated for each year.
4. Number of employees who retired for each year.
5. Number of employees who changed their status from part-time to full-time and full-time to part-time.
6. Annual budgeted amounts for employee salaries for each year.
7. Annual budgeted amounts for overtime for each year.
8. Actual expenditures on employee salaries for each year.
9. Actual expenditures on overtime for each year.
Additionally, I am requesting the following current information:
1. Current starting salary for a Trainee-level employee.
2. Current salary after training is complete.
3. Details of all contractual raises, step increases, and pay progression included in the current collective bargaining agreement (or equivalent salary structure).
4. Minimum staffing levels, including required staffing per shift, per position, or per operational standard. Also include number of times you mandated employees to work do to staffing requirements.
5. How many open positions you currently have
6. What your current schedule is (pitman, rotating days/nights, 8 hour vs 12 hour, etc)
7. Population served by the 911 Center (total population of the service area).
8. Number of user agencies dispatched (PD, FD, EMS, ALS, etc)
9. Total number of incidents, 911 phone calls, and non-emergency phone calls answered
10. Training requirements for command staff and frontline supervisors, including any mandatory certifications, leadership training, supervisory coursework, continuing education requirements, or position-specific qualifications. (Division Manager, Chief, Captain, etc)
11. Are your managers, chiefs, etc required to maintain a valid NJ 911 Officer and EMD certificate?
12. Do your managers, chiefs, etc backfill and work in the 911 center during times of short staffing or major incidents?
13. Any Employee retention program information.
Please provide these records in electronic format if available. If any part of this request requires clarification, please let me know. If any part of this request is not subject to OPRA, please provide all responsive records that are subject to OPRA and redact or withhold only what is exempt. Also please advise of any fee.

Dear Requester,
Hunterdon County is in receipt of your Open Public Records
Act (OPRA) request dated 11/19/2025. As such, the seven
(7) business day deadline to respond to your request
is 12/2/2025. This response to your request is being
provided to you on 12/1/2025.
Your OPRA request sought the following:

This request seeks information or asks questions and does
not identify specific government records. As such, your
request is an invalid OPRA request and is subject to
denial. A request is subject to denial when it fails to
specifically identify the documents sought because that
request is not “encompassed” by OPRA. See New Jersey
Builders Association v. New Jersey Council on Affordable
Housing, 390 N.J. Super. 166, 180 (App. Div. 2007). A
proper request under OPRA must identify with reasonable
clarity
those documents that are desired, and a party cannot
satisfy this requirement by simply requesting all of an
agency's documents. See Bent v. Stafford Police
Department, 381 N.J. Super. 30, 37 (App. Div. 2005).
Custodians are not required to conduct research or create
new records in response to an OPRA request.
However, notwithstanding the above, the County has
