Re: OPRA request 60 Westfield Avenue

Date: November 22, 2023

The Township of Clark received your Open Public Records Act (OPRA) request
on Saturday, November 18, 2023. The official Records Custodian, Edith
Merkel, received your OPRA request on November 20, 2023. As such, the
seven (7) business day deadline to respond to your request is December 1,
2023. The response to your request is being provided to you on the 2^nd
business day after the custodian's receipt of said request.
Your request is hereby satisfied.

Your OPRA request sought access to the documents indicated.

1. I would like to understand why 60 Westfield Ave has a land value of $0
on the tax site. It looks as though they have not paid any taxes in over 9
months. This is a commercial property and should be bringing in a lot of
tax money.

60 Westfield Avenue - was Block 106 Lot 4 - 2022 Assessed Value of
$750,000

62 Westfield Avenue - was Block 106 Lot 3 - 2022 Assessed Value of
$400,000

These were combined for 2023 - and became Block 106 Lot 3.01 - And the new
assessed value is $1,150,000 -

The total amount of taxes collected for this property, for 2023, was
$25,081.50.

2. Can I have a listing of all properties in Clark with a $0 land value

All properties have a land value. As with this property above, there was a
block and lot change, which is why the old block and lot has a $0 land
value - and the land value has been placed on the new block and lot.

The records are being provided in their entirety and are responsive to
your request.

If you should have any questions regarding the documents, please contact
the Tax Collector at 732-428-8403

The following legal basis applies to responses that include redactions. "
A government record shall not include the following information which is

et seq.) as amended and supplemented: that portion of any document which
discloses the social security number, credit card number, unlisted
telephone number or driver license number of any person..."

If your request for access to a government record has been denied or
unfilled within the seven (7) business days required by law, you have a
right to challenge the decision by the Township of Clark to deny access.
At your option, you may either institute a proceeding in the Superior
