The Township of Bloomfield has received your OPRA request. Please be
advised due to the current COVID-19 related state of emergency, the New
Jersey Legislature is providing for exception to the deadlines otherwise
required for OPRA responses.

The bill states:  During a period declared pursuant to the laws of this
State as a state of emergency, public health emergency, or state of local
31 disaster emergency, the deadlines by which to respond to a request
 for, or grant or deny access to, a government record under paragraph (1)
of this subsection or subsection e. of this section shall  not apply,
provided, however, that the custodian of a government record shall make a
reasonable effort, as the circumstances permit, to respond to a request
for access to a government record within  seven business days or as soon
as possible thereafter.

Since town hall employees are currently  working remotely, we require an
extension to fulfill your request until: April 14, 2020.

We will make every effort possible to respond on or before that date.

 The Township of Bloomfield received your Open Public Records Act (OPRA)
Request on March 23, 2020.  Due to the current situation with COVID-19,
the township was granted an extension to respond to your request to on or
before April 14, 2020. The response is being sent today,  April 13, 2020.

Your OPRA request sought access to the following:

“Any document allowing the ‘Cookie Connect’ to remain open past midnight”

The following records are being provided in their entirety and are the
ONLY documents in the Township’s possession responsive to your request:

1.                   From the Township’s Zoning Department (3 pages) –
Certificate of Occupancy and Application. The Zoning Department does not
control hours of operation. Below is the town code section 159-9 in
regards to hours of operation if they fall into the categories listed.

Every retail business located less than 200 feet from a residential zone,
including any establishment, enterprise or business that sells to the
general public goods, merchandise, food (including retail food
establishments, restaurants, fast food, etc.) or material, automotive
fuel, motor oil, goods and services which are generic to filling and
service stations, places of public entertainment, bowling alleys and
motion-picture establishments, within the Township of Bloomfield, shall be
closed to the public and business with the public therein shall be and is
hereby prohibited after the hour of 12:00 midnight and before the hour of
6:00 a.m. of any day.

If your request for access to a government record has been denied or
unfulfilled within the seven (7) business days required by law, you have a
right to challenge the decision by the Township of Bloomfield to deny
access.  At your option, you may either institute a proceeding in the
Superior Court of New Jersey, or file a complaint with the Government
