circumstances and the on going process. Once you have the opportunity to

ordinances which have long been unenforceable and which we are obligated
to repeal. Glen Rock is also not the only municipal government facing

Since the town's website is down and I don't have the email addresses
for the entire council, you guys get to be the recipients of my comments.
They aren't harsh, but I am concerned.

As I understand it, at the direction of the County or State Court System,
discussions are underway and a proposal is being put forth to remove
certain ordinances. This appears to give greater flexibility to people
who want to protest and make noise anytime and anywhere of their
choosing. I look to you all to translate better what these changes being
set forth promulgate. If it is not that harsh...good.
However, I am very concerned that we don't just act like sheep and do what
someone outside of our community tells us to do. We need to assure that
our rules and regulations protect the quality of life in our town. I have
no interest in protecting the national agenda, I am looking to protect
the franchise of our community. I look at this onerous task being part of
your job.
As life long resident, a businessman and a CPA who has many business
clients here, the worst thing one can do for commerce and the general
population would be to loosen up rules and regulations that don't force
the general population to "behave". We run the real risk of creating a
town full of empty stores. Further, houses could lose a substantial
amount of their value if this isn't implemented correctly. Normal people
spend their time working and tending to their homes and families. They do
not subscribe to these activities being unfettered and without control.
I fully support one's rights to voice their positions, but we must have
rules that limit the ability to do anything one wants where ever they
want.
I sincerely hope that your discussions and deliberations on this topic
assure that peace, quiet and an enforceable rule of law WILL be in place
in Glen Rock and will not be watered down by what seems to be contemplated
here.

I would like to know why, [3]on Wednesday night, the Council will be
voting on amending the Disorderly Acts and Conducts by deleting Section
One?
Why is this amendment even being considered? Is this something the
council has decided to vote on independently? If so, why? Or did council
receive requests? If so, who is requesting this be amended? How many
requests have you received for this consideration? If this is coming
from the AOC, as a town we must deny their request. Do you agree with
this?
I am looking forward to hearing the explanation of this on Wednesday
night, especially since the ordinance has no reasoning and should be
denied for obvious reasons.
Also, the violations covered in N.J.S.A 2C:33-2 ”Disorderly conduct“,
are not the same. I am completely against this and I would advise not
to delete the ordinance for the safety of our town, citizens and
businesses.
Also, entertaining this idea on a zoom meeting during a pandemic
definitely does not have the attention for all of our citizens. Can this
be postponed until we can all meet in person?
You were voted to council in part to keeping our town safe and removing
this amendment will certainly not do that.

I am a Glen Rock resident and write to express my concern about the
proposed repeal of Borough Ordinance section 141-1 (Prohibited disorderly
acts and conduct). This section appears to be an appropriate safeguard of
our quality of life and the safety of Glen Rock residents. What would be
the purpose and effect of removing it? If there are issues with certain
sub provisions of this section, or the way it has been applied, then
surely narrower measures could be taken. But I don’t want to see the
things that 141-1 prohibits start happening here.
Similarly, why is someone proposing to repeal section 154-4 (Horns or
signal devices)? Is there a constituency in this town to allow
(non-emergency) horn honking in the middle of the night?
This town is a great place to live. Let’s keep it that way.

Thank you for your response. The timing for all of this is very suspect.
Not sure I trust the motives behind any of it, but the future will reveal
the true intentions of these actions.

I will disagree that this is a “strong leap” considering the actions that
have been taken by the borough on “issues” that have been brought up by

Transparency is key and had this been better communicated prior to its

agenda without further explanation.

Office of the Courts through our Municipal Court. The Police Chief
sent the letter to our Borough attorney advising him of same. No
members of this mayor and council requested this be done.
The AOC did not approve our Glen Rock Ordinance for police enforcement
and told the town to take it off the books. The judiciary determined
that parts are a duplicate of state statute which NJ Municipalities
are not allowed to do as the wording was unconstitutionally vague.
This in no way means we are allowing these things to happen, by
vacating our ordinance, the state law is now properly applied and if a
summons is given, it will now hold up in a court of law.
As with all ordinances, this must go through two readings. the first
to introduce the change and at the second reading (within 30 days) the
public may comment.

This came back from the AOC as unenforceable. The judiciary determined
that parts are duplicate of state law which a municipality can not do.

council.
As for the second, I have a committee reviewing the possible actions we

reflects a call to vote on the removal of sections A-G from ordinance
141-1. Could you please provide background as to what called this to vote
in addition to how will the town of GR otherwise be protected against
these criminal acts?
Was this request made by GR residents, the mayor or council or both?
Seeing the events these past few weeks, this seems to further put the town
of Glen Rock on the spotlight purely for political motivations and
aspirations.
Please respond to the following questions:
1. Who asked to put this up for vote?
2. Why is this up for vote?
3. How is the town of Glen Rock protected from the acts listed in sections
A-G. Please be specific as to where I can see where these acts are covered
and remain protected.
Is it the intention of the mayor and council to allow riots, pit-pocketing
and harassment in our town?
I truly hope that I am misreading this and that you respond to my
questions prior to the meeting on Wednesday.
