Hello I am using this way of communication in order to file a series of formal complaints against the construction official Michael Khoda of Clark Township in union County, that is licensed by your office. I am making this complaint under the protection of the New jersey CEPA laws and Federal Whistleblower laws and all its protections granted to me by law. Complaint #1- After doing some research, I was able to find a ruling done by Administrative Law Judge Scollo in which he confirmed a 180 day suspension of Khoda's license. I wish to report that Khoda continued to run the Clark's Construction Department during that time his license was suspended by your office once it was ruled on by the ALJ. Complaint #2 - Michael Khoda's license was suspended by your office for signing his own permits for a building he owned and still owns located at 33 Westfield Ave in Clark. I wish to report that is not the only location that Michael Khoda owns within the same jurisdiction of Clark and has signed permits, oversaw inspections, signed/approved Certificates of Occupancy, etc. As you can see in the attached documents/proof, Michael Khoda also owns the following properties 33 Westfield Ave Clark NJ 07066 owned by MKMS LLC, for which Michael Khoda is the Owner and registered address is 148 Mcfarlane Rd Colonia NJ 07067, which is Michaek Khoda personal residence 29 Westfield Ave Clark NJ 07066 owned by 27-29 Westfield Ave LLC NJ Registration 0450119934 148 Mcfarlane Rd Colonia NJ 07067, which is Michaek Khoda personal residence 27 Westfield Ave Clark NJ 07066 also owned by 27-29 Westfield Ave LLC NJ Registration 0450119934 148 Mcfarlane Rd Colonia NJ 07067, which is Michaek Khoda personal residence 26 Washington St Clark NJ 07066 Owned by Michael Khoda as an individual 30 Washington St Clark NJ also owned by MKMS LLC,for which Michael Khoda is the Owner and registered address is 148 Mcfarlane Rd Colonia NJ 07067, which is Michaek Khoda personal residence Complaint #3 - Last night, the Clark Municipal Council voted on and approved the following resolution (see attached) involving all the above mentioned properties. It is worth noting all the properties are neighboring to each other as the properties on Westfield Ave and the properties on Washington St share the same rear property line. 2. Authorizing the Township Planning Board to undertake a Preliminary Investigation to determine whether the proposed study area, which includes Lots 8.01, 10.01, 36 and 37 in Block 91 (a/k/a in the area of 27 to 33 Westfield Avenue, and from 22 to 26 Washington Street) qualifies as an Area in Need of Redevelopment pursuant to N.J.S.A. 40A:12A-5. As stated above, Michael Khoda has not made use of the construction official in Linden NJ, who Clark Twp is suppose to use in case of conflict, for any of the inspections/permits for any of the above mentioned properties. Complaints #4- During 2018 and 2019, Michael Khoda organized and sold hundreds of tickets to contractors while at their properties for construction inspections. The tickets were for monthly luncheons with the township's mayor to be held at Asian Taste Restaurant located at 33 Westfield Ave Clark NJ, a restaurant he had a personal financial gain in and located on none other than Michael Khoda's property. Some of the contractors that attended said luncheons were: Dufek and Migliaro Plumbing from Rahway NJ George SanGiuliano Contractors LLC of 138 Westfield Ave Clark NJ New Jersey Home Renovations Inc of 5 Pine St Clark NJ Others in attendance were the township's mayor, judge, prosecutor, police chief and other ranking officers. Complaint #5 - You will probably will have to read this complaint a couple times in order to fully grasp and understand what I mean and the magnitude of the criminal acts committed by Michael Khoda and other officials in this complaint, as it also involves construction officials in neighboring jurisdictions such as Rahway, Linden, Cranford, and Roselle park, amongst others. It all starts and is tied around a business called Sam Landscaping located at 809 Featherbed Ln Clark NJ 07066 NJ Reg 0450395083, which is owned and operated by the Township's Mayor Salvatore Bonaccorso. As part of his landscaping business, Salvatore Bonaccorso removes underground oil tanks, which is fine but he is not licensed to do so. As a matter of fact, the previous mentioned landscaping business was not licensed in the State of NJ to conduct business because that license was issued in July of 2019 and the previous one (0600252281) was revoked in 2008. In order to him to be able to remove underground oil tanks, Salvatore Bonaccorso has been using the NJ DEP License #520086 of another person, Christian Cueto from Englishtown NJ(see attached), and forging Cueto's signature on all the construction applications, the fire protection subcode applications and certification in lieu of oath with the knowledge and approval of Michael Khoda. The only connection between Christian Cueto and the Township of Clark is that he worked for an engineering firm, Grotto Engineering of Cranford NJ, that is a contractor for the township. Michael Khoda is very well aware that Salvatore Bonaccorso is falsifying all the permit applications and that Christian Cueto is never present during the removal or inspection of the tanks. Most homeowners where said oil tanks were removed will tell you they never heard of or spoken to a Christian Cueto and they only dealt with and paid Salvatore Bonaccorso. During your investigation/inquiry you will see that Khoda could not have done inspections because the time in between inspections do not make sense because of the lack of time travel and time needed for inspection, as well because he "performed" inspection on days he was off on vacations or sick. In addition, the staff at the Clark's construction office, especially Michael Khoda, direct everyone that inquires about having an oil tank removed from their properties to the Mayor's office down the hall, which is improper. I want to clarify that the only reason Christian Cueto has a UST license issued by the NJ DEP is because he is a licensed engineer in the State of NJ and needs it as part of his engineering duties and work. He does not have any business registered to him, have any employees not has ever removed nor been present for any of the hundreds of tank removals permitted to him by Michael Khoda over the years, at least since 2015. In order to somewhat prove my claims, I was able to obtain copies of permits from jackets of neighboring towns and attached one out of hundreds from each jurisdiction. You will see Salvatore Bonaccorso has his fingerprints all over it. His address is 809 Featherbed Lane Clark NJ, his cellular telephone number is 732-770-5909. He forged all the signatures of Christian Cueto. He even used permit applications printed by Clark Township to apply for permits in other towns, which Christian Cueto would not have access to. He also used his official "From the Office of Mayor Bonaccorso" letterhead to fax the proof for the proper disposal of the oil tank. The purpose of this is to make your office aware of all the illegal and improper things Michael Khoda is doing and assisting other in doing, especially his boss/the mayor, without any fear or care. I will tell you if your office calls this Construction Office to make any inquiry about any permits issued to Cueto or the Mayor, those permits will disappear or we will have a pipe burst within a day or two and they will get flooded. The only way you will be able to get all the records you wish, is for your personnel to come here and not leave without getting what you came for. the attached documents are just proof this is occurring also here in clark and the constructions permits are being approved by Michael Khoda when he has knowledge the applications are forged. In addition he is not physically doing the inspections. i will leave this email active for 48-72 hours in case you may have some questions. |
