Dear Rowan University,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

Please accept this as Rowan’s completed response to your OPRA request (below/attached) wherein you sought the bid tabulation for Rowan University’s RFP 26-32 Roofing Services.
Attached please find the Score Sheet and Award Letter for this RFP. The Score Sheet contains the following redactions:
1. The evaluation scores of each of the Committee Members. Under OPRA, consultative or deliberative material is exempt from production. N.J.S.A. 47:1A-1.1. The deliberative process exempts “documents that reflect advisory opinions, recommendations, and deliberations comprising part of a process by which [its] decisions and policies are formulated." In re Liquidation of Integrity Ins. Co., 165 N.J. 75, 83 (2000).
You have the right to challenge the redactions made by Rowan University. You can file a Complaint in the Superior Court of New Jersey or complete a Denial of Access Complaint Form with the Government Records Council (GRC).
