I have attached an estimate for the videos you are requesting.  Due to the
length of video footage, I will need to set aside additional time to put
this case together.  Because of this, there is a special service charge. 
Please review the estimate ad let me know how you would like for me to
proceed.  There may be officers involved that you feel are not relevant,
but your initial request is for "all body worn camera footage of incident
25-40088".  If you are ok with the special service charge, please indicate
so via email and a signed copy of the estimate.  If you would like to
modify your request to possibly eliminate the special service charge,
please indicate that as well.  Thank you.
