Dear Camden County Board of Elections,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

1. BALLOT DESIGN COMMUNICATIONS

Written communications, memoranda, and emails specifically concerning the column structure, candidate grouping, or party-endorsed candidate placement on the 2026 Camden County primary election ballot, including vote-by-mail ballots, from November 1, 2025 through the date of this request.

Public interest basis: These records are necessary to assess whether the 2026 primary ballot design complies with New Jersey's 2024 ballot reform law and the ruling in Conforti v. Hanlon, in which Judge Zahid Quraishi found the county line ballot system unconstitutional.

2. PRINTER AND VENDOR COMMUNICATIONS

Written instructions, design specifications, layout proofs, and correspondence transmitted to or received from the printing vendor responsible for producing the 2026 Camden County primary election ballot, including vote-by-mail ballots, from November 1, 2025 through the date of this request.

Public interest basis: Printer instructions and design specifications will establish the deliberate design choices made in producing the ballot and whether those choices were made to approximate the county line system struck down in Conforti v. Hanlon.

3. 2025 PRIMARY BALLOT DESIGN RECORDS FOR COMPARISON

Written instructions to the printer and design specifications related to the layout and format of the 2025 Camden County primary election ballot.

Public interest basis: The Camden County Clerk used an office-block ballot format in 2025. The decision to depart from that format in 2026 and return to a design approximating the county line system is directly relevant to assessing whether the 2026 design represents a deliberate effort to circumvent ballot reform.

Pursuant to N.J.S.A. 47:1A-5, I request that you provide these records within seven (7) business days. If any portion of this request is denied, please provide a written explanation citing the specific statutory exemption for each denial as required by law. If records are to be provided in installments, please advise accordingly.

I request records in electronic format delivered via email where possible. If fees apply, please provide an itemized estimate before proceeding. I request that fees be waived on the basis that these records serve a clear and compelling public interest in electoral integrity and compliance with federal court rulings.

Dear Camden County Board of Elections,

On April 22, 2026, I submitted an OPRA request to your office seeking records related to the 2026 Camden County primary ballot design. Under N.J.S.A. 47:1A-5, your office was required to respond within seven business days, by May 1, 2026.

To date I have not received a response, an acknowledgment of receipt, or any communication regarding the status of my request. I am following up to request an immediate update.

Please advise:

1. Whether my request was received
2. The anticipated date by which records will be provided or a written denial issued
3. If any portion of the request is being denied, the specific statutory exemption cited for each denial as required by law
