Dear Carteret School District,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

Records requested:

Limited to Columbus School, Nathan Hale School, and Private Nicholas Minue School, and limited to grades Kindergarten through 4:

1) The current student enrollment count by grade level (Kindergarten, 1st, 2nd, 3rd, and 4th grade) for Columbus School, Nathan Hale School, and Private Nicholas Minue School, as reflected in the school registers each school is required to maintain pursuant to N.J.A.C. 6A:32-8, or as generated through the district's student information system reporting function, current as of the date this request is processed.

2) The most recently completed New Jersey Department of Education Fall Enrollment / ASSA (Application for State School Aid) submission or NJ SMART enrollment report reflecting student enrollment by grade (Kindergarten through 4th grade) for Columbus School, Nathan Hale School, and Private Nicholas Minue School, including the most current version available as of the date this request is processed.

3) The current student capacity by individual grade level (Kindergarten, 1st, 2nd, 3rd, and 4th grade) for Columbus School, Nathan Hale School, and Private Nicholas Minue School. This may be reflected in the district's Long-Range Facilities Plan (LRFP) or any subsequent amendment, if grade-level capacity is broken out therein, or in any other facilities/room inventory, capacity study, or space utilization report maintained by the district that reflects capacity at the individual grade level.

If the most current enrollment or capacity data for these three schools has not yet been finalized or formally submitted to the NJDOE at the time this request is processed, I request the most recent working version maintained by the district, along with the date it was generated.

Thank you for the records provided in response to my OPRA request. I have one outstanding concern:
Outdated capacity data: The "Functional Capacity and Unhoused Students" report provided is based on the 2005 Long Range Facility Plan, 2019 Revision (dated 03/21/19), reflecting facility capacity data that is approximately seven years old. Please provide the most current functional capacity analysis or facilities utilization report on file for Columbus Elementary, Nathan Hale Elementary, and Minue Elementary Schools. If no more recent FES/capacity analysis exists, please confirm in writing that the 2019 report remains the most current record the district maintains, and identify the date of the most recent Long Range Facilities Plan revision.
I appreciate the enrollment figures being provided with current dates through July 13, 2026, which matches what I requested.
