Dear Union County,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

Dear Mr. Kratovil,
This email is a formal and complete response to your December 30, 2025,
OPRA request for signed resolutions and proclamations of the Board of
County Commissioners approved by the Board in 2025.
Please be advised that there are over 1,000 resolutions; this request will
take extensive effort to process. An estimated 3 hours of processing time
will be required to compile, scan and refile responsive records. In
accordance with N.J.S.A. 47: 1A-5c, a special service charge will apply to
process this request. Using the hourly rate of the OPRA Compliance clerk
($32.97), the approximate special service charge is $98.91. Dedicating
approximately 1 hour per day to this task so as not to disrupt office
operations, processing will take an estimated 3 business days.
Please note that the County has made every effort to ensure that the
employees assigned to this task have been identified as the minimum
personnel necessary to properly and effectively process this request, in
terms of both the total number of hours and in hourly wage. Upon receipt
of the special service fee—payable to the County of Union—the request will
be processed. Please note that the above hours and charges are only an
estimate, and you will only be charged for the number of hours actually
expended to process your request. (The service charge doesn’t include the
statutory per-page copying charge, should you wish to buy paper copies of
the documents.) If the total review time exceeds the estimate, an
additional charge may apply. If the total review time is less than
estimated, a refund for the difference will be issued.
