Dear Mount Laurel Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
ALL records, reports, investigative details, PICTURES OF VEHICLES, Body Worn Camera Footage, notes, (for example, conversations had with other neighbors regarding the suspicion, complaints, communications, 911 calls, non-emergency calls, communications with the Mount Laurel Township Municipal Utilities Authority, and all other relevant information related to incident number 2025-29113. Please provide the badge numbers, personnel files, and salaries for Sgt. Shanker, Sgt. McGovern, Det. Scheuren, Ofc. Simpson, Ofc. Cantwell and any other actors involved in this investigation. Please ensure all of the information from each visit is included, as there were several visits made by individuals seemingly acting under color of law.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

This is formal notice that tomorrow, October 10, 2025, is the statutory deadline to acknowledge the attached OPRA request. Any failure to acknowledge or otherwise comply will be treated as an unlawful denial or an unreasonable delay under the Open Public Records Act (N.J.S.A. 47:1A-1 et seq.).
Be advised of the remedies and consequences available to a requester under OPRA and related authority — remedies I will pursue without hesitation:
I will immediately refer this matter to the New Jersey Attorney General’s Office for investigation and enforcement, bringing the State’s full investigatory authority and resources to bear.
I'm addition, I will file a complaint with the Government Records Council (GRC) and, if necessary, seek expedited relief in the Superior Court of New Jersey to compel production.
Willful or unreasonable violations may result in civil penalties (including $1,000 for a first offense, $2,500 for a second, and $5,000 for a third as applicable) and may give rise to requests for administrative discipline against responsible officials.
A prevailing requester is entitled to statutorily authorized attorney’s fees and costs, which I will seek.
The Township’s track record of delayed, falsified, or ignored responses to public requests (for example, as documented on opramachine.com) provides objective evidence supporting a reasonable inference that continued noncompliance would, in fact, be knowing and willful. I will present that documentation to the Acting Attorney General and the GRC as part of any enforcement or disciplinary referral.
This is not rhetoric; it is a statement of statutory authority and my clear intention to use it. To avoid needless escalation and expense, simply acknowledge receipt of this OPRA request by 4P.M. October 10, 2025 and provide the required response.

the report document you were provided, Mount Laurel Police Case 2025-29113
occurred on 06/26/2025.
Your follow-up email requesting the following, “i.e. the BWC footage from
the 5th, for example, and the missing information” is overly broad and not
specific to what documents you are seeking or even what month or year “the
5^th” refers to.
The New Jersey Open Public Records Act (OPRA) is not a research tool; it
is a law that grants the public access to specific, identifiable
government records, not to information that requires research, analysis,
or the compilation of data. Agencies are not required to conduct research
or analyze records to respond to an OPRA request. Instead, requests must
clearly identify the specific documents being sought.
