Dear New Jersey Government Records Council,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested: all existing recordings of public meetings held in 2024.

My preferred delivery method for response(s) to this request is by E-mail as attachments. However, I recognize that many recordings, especially video recordings, are too large to send via email. If that is the case, I can recommend: 1) uploading the recordings to a Google Drive folder and sharing it with my Google account: ckratovil, or 2) using the free service WeTransfer to send the recordings to my email address: [email address]

I am also open to other methods, including picking up a flash drive or CD/DVD at your office, or receiving the same via US mail at our PO Box: #3180, New Brunswick, NJ 08903. Please confirm you have received this request and feel free to contact me at 732-993-9697 with any questions or to make any necessary arrangements. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

Mr. Kratovil,

 

The Government Records Council (“GRC”) received your February 4, 2025 Open
Public Records Act (“OPRA”) request on the same day. Thus, this response
is being sent to you on the third (3^rd) business day after receipt of the
request. Please see the following response to your stated OPRA request:

 

 1. All existing recordings of public meetings held in 2024: The GRC
scheduled 11 meetings in 2024. Of those, the May 2024 meeting failed
to record, the September 2024 meeting was cancelled due to lack of
quorum, and the October/November 2024 meeting was inadvertently not
recorded. Thus, no meeting recordings exist for these three (3)
meetings.

 

However, the GRC has located recordings for the remaining eight (8)
meetings totaling 2.89 GB.

 

The GRC has reviewed your preferred methods of delivery and discussed them
with DCAIT. Upon consideration, the GRC has determined that DCA’s approved
method for disclosing large files is through the State of NJ’s “MOVEit”
file sharing system. Thus, you will receive a separate e-mail from MOVEit
regarding access to the recordings. Please note that this system is set to
a 15-calendar day expiration.

 

Please contact me immediately if there are any issues with the MOVEit
system or the files provided by said method.
