Dear Mercer County,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested: all existing recordings of public meetings held in 2024.
My preferred delivery method for response(s) to this request is by E-mail as attachments. However, I recognize that many recordings, especially video recordings, are too large to send via email. If that is the case, I can recommend: 1) uploading the recordings to a Google Drive folder and sharing it with my Google account: ckratovil, or 2) using the free service WeTransfer to send the recordings to my email address: [email address]
I am also open to other methods, including picking up a flash drive or CD/DVD at your office, or receiving the same via US mail at our PO Box: #3180, New Brunswick, NJ 08903. Dear Sir/Madam:
This office serves as the custodian of records for the
County of Mercer under the New Jersey Open Public Records Act (OPRA). We
are in receipt of your recent request for government records pertaining to
the above subject. Please accept the following response to same.
Please be advised your request is denied, as it is overly broad and vague.
The County is not required to conduct research, or create records, in
response to an OPRA request. See, MAG Entertainment, LLC, 375 N.J. Super.
534 (App. Div. 2005). OPRA “… is not intended as a research tool… to force
government officials to identify and siphon useful information.”

Dear Mercer County,
Regarding OPRA #71144, no research is required. I am simply asking for the recordings of the county's public meetings for the prior calendar year (2024). Simply collect the recordings from each county entity that holds public meetings, and provide them to me. I don't see how this request is overly broad and many government entities have successfully provided me with their 2024 meeting recordings upon receiving an identical request.
Please reconsider the denial and provide the requested recordings. Thank you.

If so, please send a copy as an email attachment I believe you are making a mistake by denying this request, and I encourage you to reach out to me at 732-993-9697 so we can discuss further. I've filed my request with other local and county governments and they are all making an effort to comply if they have recordings. I don't understand why Mercer County is taking a different approach, but I hope we can have some dialogue on this topic.
