2024-2025 Communications with the Borough of Pompton Lakes
Dear Civil Service Commission,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

Communications (email and any other forms of contact) between January 1, 2024 and July 16, 2025, between the NJ CSC and the following Pompton Lakes borough employees: Michael Carelli, Derek Clark, and Anthony Rodriguez, regarding any level police testing, waivers, exemptions, and/or appeals for any member of the Pompton Lakes Police Department, current or former.

I am writing to request an internal review of Civil Service Commission's handling of my OPRA request '2024-2025 Communications with the Borough of Pompton Lakes'.
This request has gone unanswered and I am still awaiting a reply from the CSC acknowledging receipt of this OPRA as well as the response to the query. Thank you for your attention.

On July 30, 2025, pursuant to the Open Public Records Act (OPRA), N.J.S.A.
47:1A-1 et seq., you submitted an OPRA request to the Civil Service
Commission (Commission) for:
“Communications (email and any other forms of contact) between January 1,
2024 and July 16, 2025, between the NJ CSC and the following Pompton Lakes
borough employees: Michael Carelli, Derek Clark, and Anthony Rodriguez,

Your request seeking communications is overbroad. Requests for
communications must “identify a specific job title or accounts to be
searched[.]” N.J.S.A. 47:1A-5(g); see Burke v. Brandes, 429 N.J. Super.
169, 176-78 (App. Div. 2012). Your request fails to identify the specific
job title or accounts to be searched, and is thus overbroad and improper.
Accordingly, your request is denied.
