This response to my opra appears incomplete. These reports have been redacted without a Vaughn Index. Please provide a Vaughn index identifying every single redaction and the proper legal justification for that redaction. If that can't be provided, I respectfully request you remove your unjustified redactions.

Dear Lindsay Heller,
All redactions are required to have a legal justification for the specific redaction. Are you stating that every single case I asked for is an ongoing, open and active investigation and therefore all narratives have to be 100% blocked out? Is there a way to redact specific information while leaving the narrative legible? Also, the bodycam footage was not provided as part of the original request. Please confirm when I can receive that.

Thank you for your email. Please provide an estimate prior to presenting the charges for the BWC footage. Can you point me to the ordinance outlining the charges for the camera review/redaction?

Respectfully, I am requesting a proper index identifying each box and the redactions as required by law. I am aware of the 28 reasons to redact generally but I respectfully disagree that every single box redacted falls into anyone of those categories. Please provide that index. If you need need an extension, I will grant one.

Lastly, I would like to request the reports from the police depts tracking systems that identify the statuses of each case (so the 2023 and 2024 report logs). Would you be agreeable to amending this opra or do you prefer a new one be filed?

Dear Lindsay Heller,

Please do not consider this request abandoned. I can pay your special services charges however; I am concerned with the BWC that I will be receiving. Since the reports are completely blacked out, will the BWC be the same? I do not feel it is reasonable to pay 800$ for no video/audio whatsoever. I have concerns with the results that will be provided and cannot authorize the payment until I know for sure that I will be receiving the BWC with REASONABLE redactions and not overly redacted. Until we can come to a mutually beneficial resolution, I will grant an extension of time up to and including October 15th, 2025.

I have not yet received a response to my request amending the original opra to include a report log and/or case status indicating that all of these reports are, in fact, active investigations so I will file a new/separate OPRA for that information.

I have also not yet received a response regarding the index for the redactions. Pursuant to NJSA 47:1A-5(g) an index, or any other measure, must be provided citing the legal justification for all redactions. I respectfully disagree with the blanket statement stating that every reports data requested falls under "active investigation." I am requesting again that you provide a proper index identifying the redactions as well as reviewing these reports to ensure proper redactions have been made and were not "blanket" redactions.

I am once again requesting a proper index identifying all redactions to the reports you provided, as required by law. I will grant one final extension up to and including Octo 31, 2025. If that index is not properly provided as required by law, I intend to file a complaint with the GRC against you as well as notifying local assembly members that you are refusing to provide proper legal basis for all redactions. Also, I am once again asking for your Twp Attorney contact information, specifically his/her email address so that they may be included in the complaint.
