Pursuant to the New Jersey Open Public Records Act (N.J.S.A. 47:1A-1 et seq.), I respectfully request access to and copies of any and all government records related to the property located at 171 Therese Ave. Lots 8,9, & 10, Block 14, including records maintained by the Zoning Department, Construction Office, Building Department, Fire Prevention Bureau, Engineering Department, Planning Board, and Code Enforcement Office.
This request concerns zoning compliance, construction activity, permitting, enforcement actions, exterior site modifications, and potential residential occupancy.
1. Zoning and Land Use Records
Documentation identifying the lawful pre-existing nonconforming use of the property (boat repair/marine use).
Any applications, approvals, denials, or correspondence related to a change of use, expansion, intensification of use, or mixed-use occupancy.
Zoning Officer determinations, interpretations, or written opinions issued for this property.
Any Planning Board or Zoning Board of Adjustment applications, resolutions, approvals, denials, or meeting minutes referencing this property.
Any records addressing or referencing residential occupancy, apartments, sleeping quarters, or employee housing at this location.
2. Construction and Building Permit Records
All building permits applied for or issued, including supporting documents.
Any architectural, engineering, structural, or site plans submitted.
Inspection reports, inspection results, and approvals or failures.
Certificates of Occupancy, Temporary Certificates of Occupancy, Certificates of Continued Occupancy, or approvals or denials thereof.
3. Electrical, Plumbing, Mechanical, and Roofing Work
All electrical permits, applications, inspection reports, and approvals or denials.
All plumbing permits, applications, inspection reports, and approvals or denials.
Mechanical permits related to ventilation, exhaust systems, welding equipment, or industrial machinery.
Roofing permits, applications, inspection reports, or approvals.
Engineering or structural reviews related to roof or load-bearing modifications.
4. Exterior Lighting and Site Modifications
Any permits, applications, approvals, or denials related to exterior lighting installation, including wall-mounted, pole-mounted, security, or area lighting.
Photometric plans, lighting layouts, or engineering documents.
Zoning reviews or determinations addressing glare, light trespass, or residential impact.
Electrical inspections related to exterior lighting.
5. Fire Prevention and Life Safety Records
Fire permits or approvals for welding, painting, flammable materials, or hazardous operations.
Fire safety inspections, reports, or correspondence.
Any reviews, inspections, or determinations related to sleeping areas, dwelling units, or residential use, including employee housing.
Violations, notices, or enforcement actions issued by the Fire Official or Fire Marshal.
6. Code Enforcement and Compliance
Stop Work Orders, Notices of Violation, Complaints, Summonses, or Enforcement Actions issued for the property.
Records documenting compliance, reinspection, or lifting of any Stop Work Order.
Records addressing work performed after issuance of a Stop Work Order.
Any records referencing illegal occupancy or unsafe conditions.
7. Business Licensing and Occupancy
Mercantile licenses, business registrations, or operational approvals issued for this property.
Documentation identifying the approved scope and classification of business activity.
Any records authorizing or denying residential use, employee housing, or mixed-use occupancy.
8. Communications
Emails, letters, memoranda, notes, or internal communications between Township officials and the property owner, tenant, contractor, or business operator regarding construction activity, exterior lighting, zoning, residential occupancy, permitting, or enforcement.
If any records are withheld or redacted, please provide the specific statutory basis for each denial or redaction as required by OPRA. If records are available electronically, I request electronic copies.
