161 Edgewood Terrace remediation and soil reports

Dear South Bound Brook Borough,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

Pursuant to OPRA, I am requesting copies of government records related to the property at 161 Edgewood Terrace, South Bound Brook, also referred to as the former Black Belt site.

Please provide:

1. All environmental reports, assessments, testing results, and sampling data related to soil, groundwater, vapor, fill, or contamination at the property.

2. Any Phase I ESA, Phase II ESA, site investigation reports, remedial investigation reports, remedial action workplans, or similar environmental due diligence documents.

3. All soil sampling results and laboratory reports generated before construction, excavation, or remediation began.

4. All records showing the location, nature, and concentration of any contamination identified on site.

5. All records related to the ‘hot spot’ referenced in the Borough’s March 11, 2026 public letter, including field notes, contractor reports, disposal records, manifests, photographs, and lab results.

6. All communications between the Borough and the site owner, developer, contractor, environmental consultant, LSRP, Somerset County Board of Health, Somerset County Soil Conservation District, and NJDEP regarding contamination, odor, gasoline odor, remediation, excavation, or public safety at the site.

7. All notices, letters, emails, memoranda, or reports concerning resident complaints about odors from the property.

8. Any air monitoring, vapor monitoring, odor investigation, health and safety monitoring, or public safety assessments related to the property.

9. Any approvals, sign-offs, determinations, or written findings stating that the issue was addressed or that there was no cause for concern.

10. Any public notification letters, fact sheets, postings, or outreach documents required or prepared in connection with site remediation.”
