Dear North Hanover Township School District,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

Records requested:

REDACTED EXECUTIVE SESSION MINUTES PURSUANT TO N.J.S.A. 47:1A-5(g): official minutes, verbatim transcripts, and/or executive meeting notes of the Closed/Executive Session convened on December 16, 2025, specifically concerning Resolution Item 18, identified as "Legal (Grievance Hearing)," which took place from 6:32 PM to 7:35 PM.

If the District asserts that specific subject matter within these minutes remains exempt from public disclosure to maintain temporary confidentiality, I hereby invoke N.J.S.A. 47:1A-5(g). This statute explicitly mandates that the custodian shall delete or redact ONLY that portion of the record which is exempt, and must promptly permit access to the remainder of the record.

I am also requesting an itemized explanation for each individual redaction the district chooses to apply to any portion of the executive session minutes requested under New Jersey case law (Vreeland v. Borough of Princeton, GRC Complaint No. 2009-129), which asserts a public custodian cannot simply black out text without providing:

a) The exact statutory or common law exemption being claimed for that specific sentence or paragraph.

b) A clear, legal explanation of why that specific segment qualifies for the exemption.
